Evan Pritchard is a Northern Virginia land use and zoning attorney who represents developers, property owners, and businesses in securing complex rezoning, special exception, and site plan approvals across Arlington County, Fairfax County, the City of Fairfax, Prince William County, Washington, DC, and surrounding jurisdictions. His practice focuses on navigating technically and politically challenging entitlement processes for mixed-use, multifamily, retail, and commercial redevelopment projects.
Evan regularly advises clients through all phases of the land use process, including early-stage feasibility analysis, due diligence, entitlement strategy, and representation before planning commissions, boards of zoning appeals, and governing bodies. He works closely with development teams, consultants, and local staff to position projects for approval, particularly in jurisdictions with heightened community engagement and public scrutiny.
His experience includes representing clients in connection with:
- Rezoning and site plan approvals for mixed-use and multifamily redevelopment projects in Fairfax County, Arlington County, and the City of Fairfax
- Special exception and special use permit applications for restaurants, retail users, and other commercial operators
- Amendments to previously approved site plans and development conditions
- Zoning analysis and entitlement strategy for infill development and redevelopment sites
Evan is known for providing practical, business-oriented guidance and for helping clients navigate the intersection of legal, political, and community considerations that shape land use outcomes in Northern Virginia.
Prior to joining Wire Gill, Evan practiced at national law firms, where he advised clients on real estate development, land use, and regulatory matters. He also served as a trial attorney in the U.S. Department of Justice’s Environment and Natural Resources Division, where he was lead counsel in federal litigation involving real estate, land use, and environmental issues.
Evan has been recognized by Chambers USA for his work in real estate: zoning/land use, Legal Elite: Virginia Business Magazine, Best Lawyers in America, Martindale-Hubbell (AV Preeminent Rated), Arlington Magazine, Leadership Arlington, and Leadership Fairfax. He is actively involved in local community and professional organizations and serves on the Board of Directors for NAIOP Northern Virginia (Commercial Real Estate Development Association), the Arlington Economic Development Commission, Counsel for the Ballston Business Improvement District (Ballston BID), and the McLean Revitalization Corporation.
