Duncan Blair

I focus my practice on representing property owners, builders and developers within the jurisdiction of the City of Alexandria in regard to special use permits, zoning matters, planning for building projects, occupancy permits and other building code matters, and related land use matters.  I offer a variety of services to help clients acquire, develop, build upon and sell property.  I believe in a team approach and engage land surveyors; architects; environmental, affordable housing, mechanical engineering and “green” technology experts whenever necessary to facilitate achieving my clients’ objectives.

I am committed to the Alexandria community and perform pro bono legal services related to land use for organizations that include neighborhood clinics, schools, homeless shelters and churches.

I was previously a partner with Land, Carroll & Blair, PC for over 25 years where I focused on land use, zoning and real estate matters.
